The Inspector Gamache series,by Louise Penny,immediately came to mind as I read your post. Still Life is the first(best to read in order). The books are set in Canada, near Quebec, and though the townspeople speak French and English, there is a British whodunit feel to them. The very small, idyllic town of Three Pines is an unlikely place for murder, but a beloved resident has been killed by, of all things, an arrow to the heart. Chief Inspector Gamache of the Surete du Quebec, Homicides, is called in to investigate. The plot is twisty, the characters are witty and (mostly)likable, and the pace is medium; fast enough to keep us interested, but slow enough to immerse us in the life of this beautiful town. I listened to the audiobook, which gave me the added enjoyment of the English and French accents.
